Dairy Development Authority is a Semi-Autonomous Agency under the Ministry of Agriculture, Animal Industry and Fisheries. Its mandate is to develop and regulate the sector. It is established under the Dairy Industry Act, 1998 and its objectives are to provide proper coordination and efficient implementation of all Government policies that are designed to achieve and maintain self-sufficiency in the production of milk in Uganda by promoting production and competition in the dairy industry and monitoring the market for milk and dairy products.
In order to effectively fulfill the mandate, the Authority is seeking for applications from qualified persons who are accomplished to take up the under-listed positions:

Director Finance & Administration – (1 position)
Reporting to Executive Director, the successful candidate shall head Finance & Administration Directorate and shall be required to perform the following duties;
1) Contribute to the overall leadership, strategic planning and management of the Authority.
2) Oversee and supervise the administrative function including, property and facility management and also human resources and accounting.
3) Receive an account for funds of the Authority, monitor and control expenditure within the framework of an approved Budget.
4) Responsible for planning, budgeting and monitoring of implementation of work plans of the Authority.
5) Advise and assist the Executive Director on matters related to legal, Insurance and Contractual obligations.
6) Prepare the Authority’s budget in conjunction with departmental heads for submission to the Board.
7) Develop risk Management policies and procedures to ensure organization risks are minimized.
8) Oversee all payroll functions to ensure that employees are paid in timely and accurate manner.
9) Coordinate and oversee internal and External Audit
10) Preparing monthly, Quarterly and annual management Accounts/reports.
11) Ensuring timely procurement and payment for the goods and services provided to the Authority.
12) Establish and maintain a Fixed Assets Register
13) Any other duties assigned by the Executive Director.
Qualifications and experience
1) Honours degree in Commerce (Accounting) or Honours degree in Business Administration (Accounting) and Honours of Science in Accounting & Finance from a recognized University.
2) Masters degree in a relevant field is a must.
3) Must possess a professional Qualification such as ACCA, CPA, and ICSA.
4) Must be a member of the Institute of Certified Public Accountants of Uganda (ICPAU).
5) Post Graduate qualification in Management or Administration is a must.
6) At least eight (8) years of working experience in a reputable organization with at least three (3) years in a managerial position.

Regional Manager (4 positions)
Reporting to Director Technical Services the successful candidate shall head the regional office and shall be required to perform the following duties;
1) Manage all DDA resources at Regional office.
2) Direct and manage the implementation of government policies governing milk production, processing, marketing and consumption of milk and milk products.
3) Develop strategies and interventions to strengthen dairy stakeholders’ organizations within the region.
4) Plan and oversee trainings that is aimed at increased milk production, productivity and value addition.
5) Ensure dairy farms, businesses, milk and milk products within the region comply with the set standards and regulations.
6) Coordinate and support relevant actors in the region to enhance development in the dairy industry.
7) Plan, implement, monitor, evaluate and report on the dairy interventions in the region.
8) Assemble statistical data relating to the dairy industry and register farms in the region.
9) Any other duties as assigned by the supervisor
Required Qualifications and experience
1) Bachelor of Veterinary Medicine or Honours degree in Food Science & Technology or Honours degree in Animal Production, Technology & Management or any other Honours in a relevant qualification from a recognized University.
2) Masters degree in a relevant field is a must.
3) Post Graduate qualification in Management or Administration is a must.
4) At least 8-years of working experience of which three (3) years must be at senior level.

Principal Accountant (1 position)
Reporting to Finance & Administration Manager the successful candidate duty station shall be at DDA head office and shall be required to perform the following duties;
1) Prepare monthly management accounts and other periodic accounts required,
2) Supervise all aspects of the organizational accounting, treasury, payables and credit functions
3) Oversee the development of financial accounting systems required to ensure so that financial management and accounting systems are maintained.
4) Participate in planning and budgeting processes to ensure that clear guidelines are available to the budget holders.
5) Review monthly report data by the finance team and ensure that accounts are accurately charged and coded to respective cost centers.
6) Prepare monthly, quarterly and annual financial reports to management and for audit purposes.
7) Oversees the work of finance team by ensuring that all financial transactions are processed in timely manner, ensure that expenses are adequately budgeted and accurately coded.
8) Prepare quarterly, half-yearly and end of year trial balances.
9) Prepare monthly reconciliation statements.
10) Prepare commitment requisitions as transactions occur and instant updating of the vote book among others.
11) Any other duties that may be assigned from time to time by the supervisor
Required Qualifications and experience
1) Honours Degree in Commerce (Accounting) or Honours in Science Accounting & Finance or Honours degree of Business Administration (Accounting) from a recognized University.
2) Masters in Business Administration (Accounting) is must.
3) Must be a member of the Institute of Certified Public Accountants of Uganda (ICPAU).
4) At least six (6) years of working experience of which three (3) years at senior level in a reputable Organization.

Principal Dairy Development Officer (4 positions)
Reporting to Regional Manager, the successful candidate duty station shall be DDA Regional Office and shall be required to perform the following duties;
1) Conduct surveys and studies to assess and establish technological options in the milk value chain and recommend appropriate interventions.
2) Initiate, develop and design appropriate programmes aimed at improving dairy husbandry practices and farm business development.
3) Conduct trainings that are aimed at increased milk production, productivity and support disease control interventions within the region.
4) Maintain systems to address consumer/farmers complaints and concerns regarding adherence to dairy regulations.
5) To coordinate and support relevant actors in the region to enhance development in the dairy industry.
6) Support the development and implementation strategies and programmes for increasing milk production & productivity, marketing, consumption of milk and milk products.
7) Support the collection of data relating to the dairy industry and registration of dairy farms in the region.
8) Support the planning, implementation, monitoring, evaluation and reporting on the dairy interventions in the region.
9) Support and strengthen dairy stakeholder’s organizations within the region.
10) Supervise and mentor the Senior Dairy Development Officer.
11) Perform any duties as assigned by the supervisor.
 Required Qualifications and experience
1) Bachelor of Veterinary Medicine or Honours degree in Animal Production, Technology & Management or any relevant Honours degree from a recognized University.
2) Masters degree in a related field is a must.

Principal Dairy Inspector (2 positions)
Reporting to the Regional Manager, the successful candidate duty station shall be at the DDA Regional Office and shall be required to perform the following duties;
1) Support the implementation of government policies governing milk production, processing, marketing and consumption of milk and milk products.
2) Conduct trainings that is aimed at increasing compliance to milk processing, value addition and marketing.
3) Ensure dairy farms, businesses, milk and milk products within the region comply with the set standards and regulations.
4) Support relevant actors in the region to enhance compliance to set dairy standards and regulations.
5) Enforce dairy regulations to safe guard the public health and well-being of the consumers.
6) Plan, implement, monitor, evaluate and report on milk quality and safety interventions in the region.
7) Assemble statistical data relating to quality and safety interventions and recommend registration of dairy businesses in the region.
8) Participate in the development of strategies and interventions to strengthen dairy stakeholders’ organizations within the region.
9) Supervise and Mentor the Senior Dairy Inspectors.
10) Any other duties as assigned by the supervisor.

8) Support the formation and strengthening of dairy stakeholder’s organizations within the region.
9) Responsible for the Dairy Development Officers.
10) Any other duty as may be assigned by your supervisor.
Required Qualifications and experience
1) Bachelor of Veterinary Medicine or Honours degree in Animal Production, Technology & Management or other any relevant Honours degree from a recognized University.
2) A Postgraduate Qualification in a relevant field is a must.
3) Masters degree in related field is an added advantage.
4) At least three (3) years of relevant working experience.

Senior Dairy Inspector (3 positions)
 Reporting to Principal Dairy Inspector, the successful candidate duty station shall be DDA Regional Office and shall be required to perform the following duties;
1. Implement government policies governing milk production, processing, marketing and consumption of milk and milk products.
2. Participate in the development of strategies and interventions to strengthen dairy stakeholders’ organizations within the region.
3. Conduct trainings that is aimed at increasing compliance to milk processing, value addition and marketing.
4. Conduct regular inspections aimed at ensuring compliance to dairy standards and regulations.
5. Carry out market surveillance to ensure that milk and milk products that are availed to consumers meet set dairy quality standards.
6. Enforce dairy regulations to safe guard the public health and safety of the consumers.
7. Support relevant actors in the region to enhance compliance to set dairy standards and regulations.
8. Plan, implement, monitor, evaluate and report on milk quality and safety interventions in the region.
9. Collect statistical data relating to quality and safety interventions and recommend registration of dairy businesses in the region.
10. Supervise and Mentor the Dairy Inspectors.
11. Any other duties as assigned by the supervisor.
    Required Qualifications and experience
1) Honours degree in Dairy Science & Technology or Honours degree in Food Science and Technology or any other relevant Honours degree from a recognized University.
2) Postgraduate qualification in a related field is a must
3) Masters degree in related field is an added advantage.
4) At least three (3) years of relevant working experience.

Senior Planning Officer (1 position)
Reporting to Principal Planning Officer, the successful candidate duty station shall be at the DDA head Office and shall be required to perform the following duties;
1) Participate in preparation of DDA Annual Work Plans & Budgets and ensure adherence during implementation.
2) Prepare DDA progress and annual reports.
3) Participate in preparation of periodic reports and feedback.
4) Participate in the monitoring and evaluating the performance of the dairy industry and assess its impact on economic development in Uganda and the region.
5) Coordinate periodic performance assessments of dairy activities at all levels of the dairy value chain.
6) Prepare policy statements, budget framework papers & be conversant with the GOU planning process.
7) Provide guidance on conducting action research and program evaluation studies to establish the impact of DDA along the dairy value chain.
8) Develop a framework for documentation and sharing of lesson learnt and experiences gained during implementation of dairy development projects.
9) Liaise with NGOs, Government Institutions and other donor agencies in developing policy framework for collaboration.
10) Prepare project concept papers and proposals aimed at improving the dairy sector.
11) Assist in pooling dairy industry data, among others.
12) Any other duties as assigned by the supervisor.
Required Qualifications and experience
1) Honours degree in Economics or Honours Degree in Statistics or any other relevant Honours degree from a recognized University.
2) Post Graduate qualification in Project Planning and Management or Monitoring & Evaluation is a must.
3) Masters degree in related field is an added advantage.
4) At least three (3) years of relevant experience in Annual Work Planning & Budgeting in Government of Uganda system.

Senior Internal Auditor ( 1 position )
Reporting to Principal Internal Auditor, the successful candidate duty station shall be at DDA head Office and shall be required to perform the following duties;
1) Ensuring the financial and other transactions of the authority are in compliance with established policies, procedures, principles and plans.
2) Auditing stocks and stocks movement of all commodities and supplies to ensure compliance with authority policies.
3) Ensuring that all records and ledger accounts are checked and certified.
4) Checking and verifying that all transactions are properly documented and have adequate, accurate, reliable underlying evidence.
5) Carrying out regular field visits, surprise audits and spot checks in all areas of te Authority as may be requested by head of Audit.
6) Following up contracts, which involve the commitment of funds to ensure that implementation, is in accordance with contract terms.
7) Any other business as assigned from time to time,
Required Qualifications and experience
1) Honours Degree in Commerce or Honour degree in Science in Accounting and Finance or Honours degree in Business Administration & Management (Accounting).
2) Masters degree in related field is an added advantage.
3) Level 11 professional training in Accounting Qualifications of ACCA, CPA.
4) At least three (3) years of relevant Audit experience in a reputable organization.

Dairy Development Officer (4 positions)
Reporting to Senior Dairy Development Officer, the successful candidate duty station shall be at the DDA Regional Office and shall be required to perform the following duties;
1) Implement appropriate programmes aimed at improving dairy husbandry practices and farm business development.

Required Qualifications and experience

Dairy Inspector (3 positions)
Reporting to Senior Dairy Inspector, the successful candidate duty station shall be the DDA Regional Office and shall be required to perform the following duties;
1) Conduct pre-registration and /or regular impromptu inspections to ensure that collectors, transporters, traders, processors, exporters and importers of milk and dairy products conform to set standards and get registered.
2) Conduct trainings that are aimed at increasing compliance to milk processing, value addition and marketing.
3) Generate statistical data and information for development of database on compliance and standards improvement strategies and policy development.
4) Carry out market surveillance to ensure that milk and milk products that are availed to consumers meet set dairy quality standards.
5) Support relevant actors in the region to enhance compliance to set dairy standards and regulations.
6) Plan, implement, monitor, evaluate and report on milk quality and safety interventions in the region.
7) Enforce dairy regulations to safe guard the public health and safety of the consumers.
8) Conduct consumer education and sensitization programs focusing on quality and safety.
9) Any other duties assigned to by your supervisor.
Required Qualifications and experience
1) Honours Degree in Dairy Science & Technology or Honors Degree in Food Science and Technology or any relevant Honours degree from a recognized university.
2) Post Graduate Qualification in a relevant field is added advantage.
3) At least two (2) years of relevant working experience.

Laboratory Technician (1 position)
Reporting to Senior Laboratory Technician, the successful candidate shall be required to perform the following duties;
1) Carry out tests on raw milk, milk products and other dairy related samples.
2) Ensure adherence to good laboratory practice and Laboratory quality management system.
3) Carry out proper sample collection and ensure appropriate reception, and storage.
4) Keep clear records of all laboratory tests for traceability and appropriate action.
5) Maintain inventory of all laboratory reagents and equipment.
6) Plan, implement, monitor, evaluate and report on laboratory operations.
7) Carry out other duties as assigned by the supervisor.
Required Qualifications and experience
1) Honours is Degree in Laboratory Technology or Honours Degree in Bio – Chemistry or Honours Degree in Chemistry or Honours Degree in Biology or any relevant Honours degree from a recognized University.
2) Post Graduate Qualification in a relevant field is added advantage.
3) At least two (2) years of Laboratory experience.

Planner/ Data Officer (1 position)
Reporting to Senior Planning Officer, the successful candidate shall be at the DDA head Office and shall be required to perform the following duties;
1) Producing briefs, reports, reviews and other documentations on the status of dairy sector in the country.
2) Analyzing dairy trends and advising on its effects as well as implications on the dairy sub-sector and the economy.
3) Participating in the preparation of DDA Ministerial policy statement, Budget framework papers and dairy sector performance reports.
4) Compiling and analylising data as may be required for the department and the Authority in line with National Dairy Strategy.
5) Participating the formulation of medium –tem and long –term plans and strategies for the sub-sector by coordinating and cooperating with the respective stakeholders.
6) Giving technical assistance to the various departments of the authority in regard to data handling and management.
7) Participating in Monitoring & Evaluation of the Authority has planned activities.
8) Focal person for the Authority’s data.
9) Producing statistical abstract
10) Any other duties as assigned by the supervisor.
Required Qualifications and experience
1) Honours Degree in Economics or Honours degree in Statistics or any relevant Honors degree from a recognized University

Application for Dairy Business Incubation at Entebbe Dairy Training School.

Dairy Development Authority (DDA) is a statutory body under the Ministry of Agriculture, Animal Industry and Fisheries whose mission is to provide sustainable dairy development and regulatory services for increased production, processing, marketing, consumption of milk and milk products.
DDA has equipped Entebbe Dairy Training School with dairy processing equipment to establish a Dairy Incubation Center in order to stimulate the establishment and facilitate the growth of dairy technology-based start-up companies and other auxiliary businesses. By fulfilling this mission, the incubator would contribute to job creation, strengthened skilled labour force and provide for enhanced economic wealth and health to the country. Now DDA seeks to incubate dairy processors who are already participating in dairy businesses for at least 2 years.
